EAA Negotiates Warbird LOA Extension

Extensions operating and on-site conversions available at AirVenture 2004

The Experimental Aircraft Association has obtained an agreement with the Federal Aviation Administration that allows pilots of U.S. and non-U.S. surplus military aircraft and certain turbine-powered experimental amateur-built/experimental exhibition aircraft to operate beyond the July 31 deadline for Letters of Authorization (LOA) and Letters of Operational Authority (LOOA) under certain specific circumstances. As EAA announced in April, in order to continue exercising the privileges of their LOA/LOOA, pilots must exchange them for new airman certificates by July 31, 2004. However, some pilots who sent their materials to the FAA have not yet received their certificates due to internal administrative issues.

EAA's agreement with the FAA states pilots who have proof they submitted their materials (registered mail, FedEx, UPS receipt, etc.) prior to the July 31 application deadline may continue to operate for up to 90 days beyond the July 31 deadline, as their application packages are processed and new airman certificates are mailed.  Pilots must have proof of their old LOA/LOOA to continue to operate beyond the July 31, 2004 deadline.

Pilots whose temporary certificates are due to expire in the near future may reapply for replacement certificates to extend their validity. Proof of reapplication should also be retained.

Affected pilots who plan to attend EAA AirVenture Oshkosh, July 27-August 2, will be able to complete their LOA-LOOA conversion on the convention grounds on Wednesday, July 28, and Thursday, July 29, at the Warbirds Aircraft Registration Building from 9 a.m.-noon and 1-4 p.m. on both days.  Those wanting to convert their certificates at AirVenture must bring their full application package with them to the event.
