WITHIN A 10 NM RADIUS OF 305035N/0893231W OR THE PCU025019.5 UP TO BUT NOT INCLUDING FL180 EFFECTIVE 0509051700 UTC (1200 LOCAL 09/05/05) UNTIL 0509052030 UTC (1530 LOCAL 09/05/05. (AOSSP), DOMESTIC SECURITY INTEGRATION PROGRAM (DSIP), TWELVE FIVE STANDARD SECURITY PROGRAM (TFSSP), OR ALL- CARGO INTERNATIONAL SECURITY PROCEDURE (ACISP) AND ARE ARRIVING INTO AND/OR DEPARTING FROM 14 CFR PART 139 AIRPORTS. 2. FOR OPERATIONS WITHIN THE TFR, MEDICAL EMERGENCY AIRCRAFT (WITH THE EXCEPTION OF DOD/NATIONAL GUARD/COAST GUARD AIRCRAFT FLYING UNDER THE REQUIRED AUTHORIZATION OF THE JFACC), REQUESTING TO OPERATE WITHIN THE AREA MUST CONTACT THE FAA RECOVERY DESK AT 703-904-4547 PRIOR TO DEPARTURE. ALL AIRCRAFT, (WITH THE EXCEPTION OF DOD/NATIONAL GUARD/COAST GUARD AIRCRAFT FLYING UNDER THE REQUIRED AUTHORIZATION OF JFACC), ONCE AIRBORNE, MUST CONTACT CBP P-3, AIRCRAFT CALLSIGN OMAHA 44, WHICH IS SUPPORTING RELIEF AIR OPERATIONS DURING 0700-1600 LOCAL IN THE TFR AREA ON VHF 134.9 OR UHF 282.425 (BACKUP FREQUENCY 123.45) PRIOR TO ENTERING THE TFR AIRSPACE. ALL EMERGENCY AIRCRAFT OPERATIONS, (WITH THE EXCEPTION OF DOD/NATIONAL GUARD/COAST GUARD AIRCRAFT FLYING UNDER THE REQUIRED AUTHORIZATION OF THE JFACC), WILL REMAIN IN CONTACT WITH OMAHA44 FOR FLIGHT ADVISORIES. PART 2 OF 4

FDC 5/7936 ZHU PART 3 OF 4 FLIGHT RESTRICTIONS POPLARVILLE, MS, SEPTEMBER 5, 2005. B. WITHIN THE AIRSPACE BETWEEN 10 NM RADIUS AND 30 NM RADIUS LISTED ABOVE: 1. ALL AIRCRAFT (WITH THE EXCEPTION OF DOD/NATIONAL GUARD/COAST GUARD AIRCRAFT FLYING UNDER THE REQUIRED AUTHORIZATION OF THE JFACC), ENTERING OR EXITING THE 30 NM RADIUS TFR MUST BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN WITH A DISCRETE CODE ASSIGNED BY AN AIR TRAFFIC CONTROL (ATC) FACILITY. AIRCRAFT MUST BE SQUAWKING THE DISCRETE CODE PRIOR TO DEPARTURE AND AT ALL TIMES WHILE IN THE TFR. 2. ALL AIRCRAFT (WITH THE EXCEPTION OF DOD/NATIONAL GUARD/COAST GUARD AIRCRAFT FLYING UNDER THE REQUIRED AUTHORIZATION OF THE JFACC), ENTERING OR EXITING THE 30 NM RADIUS TFR MUST REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC EXCEPT FOR THOSE AIRCRAFT OPERATING IN ACCORDANCE WITH A2 ABOVE. 3. ALL AIRCRAFT OPERATING WITHIN THE 10 TO 30 NM RADIUS TFR AND OPERATING AT ALTITUDES OF UP TO BUT NOT INCLUDING FL180 ARE LIMITED TO AIRCRAFT ARRIVING OR DEPARTING LOCAL AIRFIELDS AND ATC MAY PART 3 OF 4

FLIGHT TRAINING, PRACTICE INSTRUMENT APPROACHES, AEROBATIC FLIGHT, GLIDER OPERATIONS, PARACHUTE OPERATIONS, ULTRALIGHT, HANG GLIDING, BALLOON OPERATIONS, AGRICULTURE/CROP DUSTING, ANIMAL POPULATION CONTROL FLIGHT OPERATIONS, AND BANNER TOWING OPERATIONS ARE NOT AUTHORIZED. 5. ALL AIRCRAFT OPERATORS (WITH THE EXCEPTION OF DOD/NATIONAL GUARD/COAST GUARD AIRCRAFT FLYING UNDER THE REQUIRED AUTHORIZATION OF THE JFACC) BASED IN THE AREA SHOULD NOTIFY THE CBP P-3, AIRCRAFT CALLSIGN OMAHA 44 PRIOR TO THEIR DEPARTURE. 6. FOR OPERATIONS WITHIN THE TFR, ALL EMERGENCY MEDICAL FLIGHT OPERATION COMPANIES MUST COORDINATE OPERATIONS IN ADVANCE WITH THE FAA RECOVERY DESK TO AVOID POTENTIAL DELAYS. C.
