The FAA published a response to a recent article reviewing the apparently lackluster safety performance in an industry apparently - to the untrained eye, at least - beset by near-collisions and spookily close calls. They do admit that some problems exist, while pointing out the myriad safety efforts and overall impressive record established in terms of reducing fatalities throughout the airline ecosystem at home.
The Federal Aviation Administration (FAA) has set forth its intent to examine the so-called public charter loophole that airlines—the proposed SkyWest Charter operation, for example—use to skirt the aviation safety rules that have led to a 99.8 percent reduction in airline passenger fatalities in the United States. As The Airplane Approached The Powerlines, It Appeared To Take A “Sudden” Nose Down Attitude
On August 13, 2023, at 1128 eastern daylight time, a Scoda Aeronautica Ltda Super Petrel LS, N239WD, was substantially damaged when it was involved in an accident near Hickory, North Carolina. The private pilot and the student pilot-rated passenger were fatally injured. The airplane was operated as a Title 14 Code of Federal Regulations Part 91 personal flight. According to preliminary Automatic Dependent Surveillance-Broadcast (ADS-B) data, the flight originated from Hickory Regional Airport (HKY) Hickory, North Carolina about 1120 and flew to the northeast at an altitude of 1,600 ft mean sea level (msl) and a groundspeed of about 98 knots.

Frank Bustgens, Marketing Director for Opale Paramodels, was demonstrating the miniature powered paragliders at AMA Expo West in Ontario, CA late last year. He told Aero-News CEO and Editor in Chief Jim Campbell that the company has been making the aircraft since 2009, and was introducing them now into the U.S. Market.

“Some airlines use the public charter loophole to cut costs by skirting lifesaving safety rules, but if they run similar operations as commercial scheduled airlines, then they are not operating as charter, and that’s an issue. ALPA is committed to ensuring that small communities continue to receive robust air service through strong Essential Air Service reform, but that service should never come at the expense of safety. Closing the public charter loophole would be a step forward for safety that will guarantee one level of safety, so passengers flying into small communities can depend on the same safety and security as passengers flying in Atlanta or New York.”
