NBAA Welcomes Passage Of Reconciliation Bill

House Reaffirms Senate Revision, Heading For President’s Signature

The National Business Aviation Association (NBAA) welcomed the 218-214 vote in the U.S. House on July3 to pass the Senate’s revision of the budget reconciliation bill containing multiple initiatives to promote the growth, safety and sustainability of the U.S. aviation industry.

Ed Bolen, President and CEO of NBAA said, “We thank congressional leaders for preserving this vital ATC-transformation measure in the final budget-reconciliation bill, which provides a critical downpayment on investments in new technologies, facilities, the controller workforce and other priorities.”

“This bill enacts many important initiatives to ensure America’s continued leadership in aviation. The business aviation community looks forward to working with Congress and government agency leaders to ensure its full implementation,” he added.

The legislation as passed preserves $12.52 billion as a down payment on the overhaul of the nation’s ATC system. It will jump-start the replacement of aging ATC facilities, systems, and infrastructure, and is also intended to bolster controller staffing and training.

The  legislation also permanently reinstates the full and immediate expensing on purchases of factory-new and pre-owned aircraft. The expensing schedule had been phasing out and set to expire in 2027. Immediate expensing incentivizes aircraft purchases and in turn supports U.S. manufacturing jobs. Business aviation in the U.S. sustains 1.3 million highly skilled, high-paying manufacturing and service jobs while accounting for $340 billion in annual economic activity.

The bill has had the continuous support of more than 50 aviation stakeholders comprising the Modern Skies Coalition of aviation associations, trade unions, manufacturers and others.

The initial House version of the far-reaching budget legislation was passed on May 22 and went to the Senate. After a contentious debate the Senate passed its revised version on July 1, sending it back to the House for reaffirmation.

With the House’s approval in hand, it now heads to President Donald J. Trump for his signature. He is scheduled to sign it into law in a ceremony at the White House at 4 pm EDT on July 4, 2025.
