"We didn't have a crystal ball, but we'd known the runways' elevation had to be raised. It made the difference. The runways stayed dry." 

Source: Civil engineer Mario Rodriguez, deputy director of planning and development for Louis Armstrong International Airport in New Orleans. Rodriguez was commenting on the decision made one year ago by airport director Roy Williams to spend approximately $83 million on runway reconstruction, instead of on enhancements to the passenger terminal at the airport. That decision may have helped keep the runways at MSY intact through the fury of Hurricane Katrina, allowing relief flights to New Orleans to begin last Friday.
