Airborne 04.12.23: Cornwall Update, VARMA Initiative, Florida v UAVs

This breaks our hearts... The U.K.’s Cornwall Aviation Heritage Centre (CAHC) has been confronted with the very outcome it has battled mightily to circumvent. The Cornwall Council—the governing body of England’s Cornwall County and steward of the Cornwall Airport Newquay (NQY) upon which the CAHC’s museum has operated since 2015—has set forth that subject museum must vacate its current premises immediately. The FAA has unveiled a new program for the use of off-the-shelf parts in type-certificated aircraft. The approval is the first granted under the new Vintage Aircraft Replacement and Modification Article (VARMA)

New Florida Law Curtails Use of Chinese-Made Drones

A bill perspicaciously drafted by Florida lawmakers in 2020 and passed in 2021 went into effect on Monday, 10 April 2023. Subject law bans Sunshine State government agencies from utilizing drones made by a “foreign country of concern,” which is to tacitly state China and strongly imply DJI—a company accused of collaborating with the  Chinese Communist Party and added, in December 2021, to a U.S. Treasury Department blacklist. The Chinese communist party is a direct and major investor in DJI and maintains considerable control over the company’s operations.

Changes to Airman Knowledge Tests & PHAK Announced

Test Changes Effective 24 April 2023

In a recent Community Advisory, the FAA’s Airman Testing division disclosed it has been working in cooperation with its testing vendor, PSI Services, to scientifically assess existing FAA Airman Knowledge Tests. Assessments of the Private Pilot Airplane and Commercial Pilot Airplane Knowledge Tests have been completed; the results of subject assessments are scheduled to be implemented on 24 April 2023.

NTSB Issues Final Report on October 2020 Rans S-7 Accident

On 06 October 2020, at approximately 15:83 PDT, a Rans S-7, registration N55893, stalled shortly after departing a three-thousand-foot grass runway near Spirit Lake, Idaho—a resort town approximately 27-nautical-miles northeast of Spokane, Washington’s Spokane International Airport (GEG). The accident claimed the life of the airplane’s 52-year-old Commercial pilot; injured the aircraft’s 57-year-old Airline Transport Pilot rated passenger; and substantially damaged the 2008-vintage Rans S-7.

Takeoff Hold Lights (THL) The THL system is composed of in-pavement lighting in a double, longitudinal row of lights aligned either side of the runway centerline. The lights are focused toward the arrival end of the runway at the “line up and wait” point, and they extend for 1,500 feet in front of the holding aircraft. Illuminated red lights indicate to an aircraft in position for takeoff or rolling that it is unsafe to takeoff because the runway is occupied or about to be occupied by an aircraft or vehicle.
