"Knowledgeably tipping off covert testing is wrong... There was no intent to tip off. There was no cheating."

Source: Kip Hawley, head for the Transportation Security Administration, in testimony before a Congressional committee Wednesday on an email sent earlier this year, that many say was intended to tip off airport screeners to random checks conducted by government personnel. Hawley asserts the email was meant to warn screeners of the possibility al-Qaeda or other terror operatives could pose as transportation officials... and not to tip screeners off to government personnel posing as potential terror suspects.
