NATA Pleased With Part 145 Training Program Delay

New Effective Date: April 6, 2006

The FAA Monday will issue a notice in the Federal Register delaying, by 12 months, the effective date of the final rule requiring Part 145 repair stations to have an approved training program.  The new deadline is April 6, 2006. 

Earlier this week, the National Air Transportation Association (NATA) submitted comments to the FAA on Draft Advisory Circular (AC) 145-RSTP, the agency’s guidance document for the development of training programs for repair stations certificated under Part 145 of Title 14, Code of Regulations and to the proposed corresponding Order. 

“We appreciate the FAA recognizing that rushing this process does no one any good, not the repair station or the inspector with whom they are working on their Part 145 training program,” NATA Vice President of Government & Industry Affairs, Eric R. Byer, said Thursday. 

“Given the ambiguity of FAR 145.163, the draft AC constitutes the FAA’s only guidance for the development of training programs for repair stations certificated under Part 145,” Byer stated.  “This extension gives the FAA time now to review comments on the draft AC that have been submitted by NATA and its industry partners, to evaluate the merits of these recommendations, and to act upon them accordingly.”
