Another airport battle has seen a temporary victory for the aviation side after Lantana Airport's ban on jet-powered aircraft ended. The Palm Beach, Florida field is one of 4 in the county, theoretically a reliever for the busier, larger Palm Beach International 7 miles away. Like many reliever airports, it's built up a thriving training and GA scene, the only aircraft permitted at the field by the county. Captain Errol Forman, a Cessna Citation pilot, landed at the field in 2016, kicking off the legal battle. He challenged the ban as outdated, given improvements in turbine noise, referring the situation to the FAA.
New York Governor Kathy Hochul has vetoed her state’s Senate Bill S7493A, thereby safeguarding over 43,200 general aviation jobs and preserving $8.6-billion in yearly economic output by which the State of New York and its people currently benefit. Brazenly dubbed the “Stop the Chop” act, the legislation sought to allow anyone—ANYONE—to bring legal action against a pilot, flight department, line service personnel, or company employee for alleged rotorcraft noise pollution by a flight operation in the state of New York—even if the operation was conducted in accordance with federal law and applicable FAA Regulations.
Shrinking Routes, Shortage of Pilots, Things Are Not Rosy for Regional Service
The RAA's annual report was published last week, and this time around the org seems intent to get some eyes on it. Unlike reports of yore, the report makes frequent reference to the "community air service crisis", noting with increasing worry the number of shrinking regional air routes and empty pilot seats throughout the country.

Aviation Performance Solutions (APS)has been selected to provide its specialty training at United's Aviate Academy. The United Airlines training facility will make use of APS' Upset Prevention and Recovery Training (UPRT) to provide enhanced education covering Loss of Control In-flight (LOC-I) hazards. The school in Goodyear, Arizona is one of a handful of similar efforts by the industry to begin fostering its own future pilot base, and this agreement may signify one of the real benefits of training with the big guys: Professionalism.
4th Squadron 534 Student Obtains Ray Aviation Scholarship as the Chapter Looks to 2023
Chapter 534 of the Experimental Aircraft Association gathered for their yearly Christmas party at the Leesburg International Airport administration building. The meet was a chance to catch up with fellow members while having a good time with friends from the Leesburg, Florida region. After completing the gift swaps and catered dinner, the chapter's outgoing President Steve Tilford gave an address to close out the year, followed by Mike Hage before his term next year.

Universal Avionics has begun offering repairs for the ClearVision EVS-5000 using its Part 145 approved facility in Tucson, AZ. The development is a new one for the Elbit Systems subsidiary, adding multispectral cameras to the growing list of Universal Avionics projects supported from an American repair center. The ClearVision Enhanced Vision System was a major tackle for the Arizona facility, standing as one of the most sensitive, complex systems in the company's portfolio.
Airplane Yawed Left In A Slip, Then Rolled Inverted, And Subsequently Descended Rapidly
On November 30, 2022, about 1100 Pacific standard time, an amateur-built experimental Lightning airplane, N60MY, was substantially damaged when it was involved in an accident near Torrance, California. The pilot and pilot rated passenger were fatally injured. The airplane was operated as a Title 14 Code of Federal Regulations (CFR) Part 91 personal flight. Preliminary ADS-B data showed that the airplane departed Zamperini Field Airport (TOA), Torrance, California, about 1042. The data showed the airplane flew several traffic patterns at TOA.

Obstacle Free Zone
The OFZ is a three-dimensional volume of airspace which protects for the transition of aircraft to and from the runway. The OFZ clearing standard precludes taxiing and parked airplanes and object penetrations, except for frangible NAVAID locations that are fixed by function. Additionally, vehicles, equipment, and personnel may be authorized by air traffic control to enter the area using the provisions of FAA Order JO 7110.65, Paragraph 3-1-5, Vehicles/Equipment/Personnal Near/On Runways. The runway OFZ and when applicable, the inner-approach OFZ, and the inner-transitional OFZ, comprise the OFZ.
“In addition to submitting the Corrective Action Plan required by the FAA, we will be requesting the FAA to conduct a safety assessment of jet operations at the airport and an environmental review under the National Environmental Policy Act in connection with its approval of the Corrective Action Plan. The County has also initiated a Part 150 Noise Compatibility Study for the Lantana Airport, which was paused due to the litigation.”
