The International Federation of Air Line Pilots’ Associations (IFALPA) and the European Cockpit Association (ECA) fully share the concerns expressed by the International Civil Aviation Organization (ICAO) regarding the forced landing of Ryanair Flight 4978 in Minsk, Belarus, on 23 May. Pilots are concerned that the intervention of the Belarussian Air Force was enacted for political reasons, in contravention of the Chicago Convention, and amounts to an act of unlawful interference, bearing all the hallmarks of state-sponsored hijacking.

FBI Seeking Information on Illegal Drone Activity Near Tucson

The FBI has gone public with a search for a drone that seems to have created a hazard while flying near a CBP helicopter. The Federal Bureau of Investigation reports that they are, "seeking to identify the person(s) responsible for illegally flying a drone near a U.S. Customs and Border Protection helicopter. On February 9, 2021, at 10:30 p.m., employees of CBP informed the Tucson Police Department that a drone was flying dangerously close to their helicopter." Over the next few hours, multiple law enforcement agencies worked to locate the drone’s operator but were unsuccessful.

NTSB Wants To Amend Definition of Unmanned Aircraft Accident

"Weight Threshold Is No Longer An Appropriate Criterion"

The National Transportation Safety Board (NTSB) has proposed amending the definition of “Unmanned aircraft accident” by removing the weight-based requirement and replacing it with an airworthiness certificate or airworthiness approval requirement. They believe that the weight threshold is no longer an appropriate criterion because unmanned aircraft systems (UAS) under 300 lbs. are operating in high-risk environments, such as beyond line-of-sight and over populated areas. The proposed definition will allow the NTSB to be notified of and quickly respond to UAS events with safety significance.

ALPA Has Concerns About Rockets...

"Immediate Action Needed to Address Space Rocket Reentry Hazard"

Earlier this month, ALPA president Capt. Joe DePete sent a letter to ICAO secretary general Dr. Fang Liu calling attention to the threat posed by the reentry of debris from orbit. In the last two months, there have been two uncontrolled reentries of rockets, including a March 25 SpaceX Falcon 9 second stage that reentered over the northwest United States and southwest Canada, and the recent May 9 reentry of a Long March 5B first stage to which ALPA alerted members. In the Falcon 9 incident, debris as heavy as 300 lbs. (136.7 kg) survived to fall on Washington state and likely parts of Canada.

FAA Proposes More Fines Against 5 Passengers for Allegedly Interfering with Flight Attendants

Here we go again... The FAA has proposed civil penalties ranging from $9,000 to $15,000 against five airline passengers for allegedly interfering with and, in two cases, assaulting flight attendants who instructed them to obey cabin crew instructions and various federal regulations. The enforcement actions announced today are part of the FAA’s zero-tolerance policy for unruly and dangerous behavior by passengers. Since Jan. 1, 2021, the FAA has received approximately 2,500 reports of unruly behavior by passengers, including about 1,900 reports of passengers refusing to comply with the federal facemask mandate.

NTSB Prelim: Robinson Helicopter R44

Helicopter Impacted And Severed An Energized Wire, Also Known As A "Primary Wire"

On May 2, 2021, at 1318 eastern daylight time, a Robinson R-44 helicopter, N4528T, was substantially damaged when it was involved in an accident near Wingate, North Carolina. The pilot was fatally injured. The helicopter was being operated as a Title 14 Code of Federal Regulations Part 137 aerial application flight. The commercial pilot was spraying fungicide on a wheat field when the accident occurred. According to several witnesses, this was the first time they had observed the northwest portion of the field, which contained multiple power lines, being sprayed via aerial application.
