ONLY RELIEF AIRCRAFT OPERATIONS UNDER THE DIRECTION OF UNITED TACONITE COMMUNICATION ARE AUTHORIZED IN THE AIRSPACE AT AND BELOW 3000 MSL WITHIN 1 NAUTICAL MILES OF THE EVELETH (EVM) VOR/DME 333 DEGREE RADIAL AT 4 NAUTICAL MILES.
