"...particular concern to the Safety Board is that a qualified 14 CFR Part 135 captain and first officer, both of whom received winter weather operations training in accordance with the company's Federal Aviation Administration (FAA)-approved winter operations procedures, could fail to understand the insidious nature of upper wing surface contamination and its threat to the safety of the flight. Further, proper CRM could have helped the crew identify the risks associated with winter weather operations."
